Pavel Durov, the founder of Telegram and a staunch advocate for free speech, was born on October 10, 1984, in St. Petersburg, Russia. He exhibited an early passion for computer science, ultimately leading him to create multiple thriving online social media platforms.
During his time at Saint Petersburg State University, Durov was inspired by the achievements of Facebook and its creator, Mark Zuckerberg, which prompted him to launch the social media service VKontakte (VK) in 2006.
VK is akin to Facebook but specifically designed for Russian-speaking users, and it ranks as one of the largest social media platforms globally.

The rapid expansion of VK soon caught the eye of government authorities, who pressured the platform to censor content and hand over user data upon request.
Durov, adhering to his principles regarding free speech, online expression, and user privacy, declined to oblige, which ultimately led to his departure from the very company he founded in 2014.
Before leaving VK, however, he was already in the process of developing his next project—a messaging platform that has become synonymous with cryptocurrency: Telegram.
The Durov Brothers Introduce Telegram
In 2013, the Durov brothers launched Telegram, which has since attracted over 950 million users worldwide, thanks to its innovative privacy features that ensure end-to-end message encryption.
Telegram is also packed with advanced functionalities, such as decentralized web browsing and a variety of mini-apps and games.
The platform maintains a collaborative relationship with The Open Network (TON)—an independent blockchain network that has become essential for many users of the messaging service.

As of March 16, 2025, reports indicate that Durov’s net worth stands at $17.1 billion, primarily attributed to his stake in Telegram.
In March 2024, he announced that Telegram was approaching profitability and was contemplating an initial public offering to go public.
Durov, a libertarian, has imbued Telegram with a strong ethos of freedom. In a January 2025 message, he stated:
“I take pride in the fact that Telegram supported free speech long before it was seen as politically safe. Our principles are not influenced by US electoral cycles.”
The founder’s dedication to libertarian values, free speech, and privacy eventually put him at odds with the French government.
Arrested in France Amid Allegations of Political Censorship
Durov was arrested in France on August 24, 2024, due to concerns over insufficient content moderation on Telegram, leading French prosecutors to accuse him of complicity in illegal activities and refusing to cooperate with authorities.

Following his arrest, the Telegram founder posted bail and was released on the condition that he stay in France during legal proceedings.
This incident ignited widespread outrage among advocates for cryptocurrency and free speech, who criticized the French government for using its authority to pressure Durov into censoring content or handing over Telegram’s encryption keys.
French President Emmanuel Macron faced accusations of orchestrating a politically motivated arrest, a claim he denied, further fueling the backlash from the cryptocurrency community.
On March 15, Durov reportedly left France for Dubai, where Telegram’s headquarters is located, after receiving clearance from French law enforcement.
However, it remains uncertain how long Durov will stay in Dubai, as the global struggle for free speech, privacy, and personal autonomy persists.
