The Governor of Wyoming, Mark Gordon, indicated that the state’s planned stablecoin could potentially be launched by July, with the Wyoming Stable Token Commission partnering with interoperability protocol LayerZero for the token rollout.
During his remarks at the DC Blockchain Summit on March 26, Gordon commended the swift and effective action of the Wyoming government in adopting blockchain technology. Anthony Apollo, the director of the Wyoming Stable Token Commission, also confirmed:
“We have officially engaged LayerZero as our partner for the development and distribution of the token, and Wyoming stable tokens are currently operating on various test networks.”
Wyoming, represented by pro-crypto Senator Cynthia Lummis, has been working on a state-issued stablecoin for several years and has a reputation for pushing the boundaries in digital asset innovation.

Wyoming Stable Token Commission
In February 2022, Wyoming legislators introduced legislation to create a state-issued stablecoin linked to the US dollar, allowing for redemption for fiat currency.
The legislation was enacted in March 2023, empowering the state treasury to assemble a team of professional accountants, auditors, and technical experts tasked with managing the state’s stablecoin supply.
After the enactment of the Stable Token Act, Wyoming began appointing individuals to its Stable Token Commission to focus on research and the development of the stablecoin.

In August 2024, Governor Gordon stated during the Wyoming Blockchain Symposium that the state was targeting a Q1 2025 launch for the stablecoin, which would be supported by short-term US Treasury Bills and repurchase agreements.
At that time, he criticized the “too big to fail” mentality that has pervaded US economics since the 2008 financial crisis, labeling the Federal Reserve Bank as a “hindrance to innovation.”
Recently, Anthony Apollo reiterated the notion that the state’s public budget should be maintained on-chain to guarantee transparency, accountability, and efficiency in governmental expenditures.
